The problem I think you're having is that the config file is not being created. When you start the game, the config file doesn't exist, and the config tools runs again. Running the config tool as admin should've fixed that though. Not sure if this'll work, but worth a shot. Try to put this file my config. A config file was already there. I replaced it with that one anyway, didn't do anything. Still loops infinitely. Yup, that's the one. If that's the case, then I have no clue what else could be wrong.
